Visitor wanting to start a business in America?

A person visiting America on a visitors’ visa wants to start a business but is almost clueless and looking for ideas. The American embassy only gave him six months. He believes America is the right place as his home country isn’t conducive for several reasons. He also thought of trying Russia. He already has the blueprint for his business but wants some more advice especially on getting residence permit in America. He is planning to speak to an attorney and a certified public accountant about starting the business.
